COMPREHENSIVE PLANNING – PROJECT COURSEVTT071

Higher education credits: 7,5. Grading scale: TH. Level: G2 (First level). Language of instruction: The course might be given in English. VTT071 overlap following cours/es: VFT131, VTT070, VFT131 och VTT070. Optional for: L4fr, L4gi, L4su, V4tp. The course might be cancelled if the numer of applicants is less than 10. Assessment: Passed project task, passed seminars and exercises. The project is a group work. Aim
The aim of the course is to describe methods and types of comprehensive planning and to illustrate the aim and need of comprehensive spatial planning at various levels

Knowledge and understanding
For a passing grade the student must

Be able to
describe the formal preconditions for spatial planning in the project area.

analyze existing plans and preconditions for exploitation of the project area and identify critical factors
identify important actors and their interests and estimate what conflict of interests that might arise.

Skills and abilities
For a passing grade the student must

Implement the theoretical methods in a currant planning project

Independently choose, estimate and collect relevant facts

Formulate a program for the planning process assuming the own analyze

Present the program in a well arranged way by help of texts, illustrations, maps and diagrams

Judgement and approach
For a passing grade the student must

Develop a method to weight various interests against each other and for public participation.

Contents
The course emphasis road and railway planning sector planning but stresses the mutual dependence between infrastructure and building. EU-project like ESDP and TEN-programme are discussed and how Swedish planning is coordinated with European spatial planning.

Litterture seminar is arranged on the theme sector planning ande planning theory. Planning preconditions and limitations are discussed.

The need of basic data for planning. Preconditions, rules, actors and national targets ruling the spatial planning at a comprehensive level, planning strategies, models to analyze plan and planning area preconditions.
